   B.   Removal. Whenever the City Council finds, upon the basis of a traffic engineering study, that the conditions for which a crosswalk has been provided and maintained as provided in Subsection A. of this Section no longer exist, the City Council shall by resolution direct the City Engineer to remove such markings, symbols or signs from such crosswalk.
