It shall be unlawful for any person to operate, drive, move, park or leave standing in or upon any public park or public lands, any motorized vehicle, except upon parking facilities or roadways designed and established for vehicular traffic, without written authorization from the Chief of Police or his authorized representative. This authorization shall be presented upon demand to any peace officer.
