No person shall ride upon a highway on either a motorcycle or bicycle on a portion of said vehicle, which is not specifically designed for the carrying of passengers, nor shall any person operating a motorcycle or bicycle upon a highway permit another to do so.
The provisions of this Section shall not apply to operation of vehicles upon property used for raceways or racing facilities in accordance with a license or permit issued by the City.
