10.02.020 Application of Definitions.
The following words and phrases when used in this Title shall, for the purpose of this Title, have the meanings respectively ascribed to them in this Chapter.
   A.   “Bicycle” - The word “bicycle” means a light vehicle without a motor, having two (2) wheels, handle bars and a seat or seats, and propelled by the operator.
   B.   “City Traffic Engineer” - The words “City Traffic Engineer” whenever hereinafter employed means and refers to the City Engineer or his/her designee.
   C.   “Coach” - The word “coach” means any motorbus, motor coach, trackless trolley or passenger stage used as a common carrier of passengers.
   D.   “City Council” - The word “City Council” means the Council of the City of Adelanto.
   E.   “Curb” - The word “curb” means the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked; the word “curb” as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.
   F.   “Divisional Island” - The term “divisional island” means a raised island located in the roadway and separating opposing or conflicting streams of traffic.
   G.   “Holidays” - Within the meaning of this Title, holidays are as designated by Government Code Sections 6700 and 6701.
   H.   “Loading Zone” - The term “loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
   I.   “Official Time Standard” - Whenever certain hours are named herein, they shall mean Standard Time or Daylight Saving Time as may be in current use in this City.
   J.   “Park” - The word “park” means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.
   K.   “Parkway” - The word “parkway” means that portion of a street other than a roadway or a sidewalk.
   L.   “Passenger Loading Zone” - The term “passenger loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
   M.   “Pedestrian” - The word “pedestrian” means any person afoot.
   N.   “Police Officer” - The word “police officer” means every officer of the Police Department of this City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
   O.   “Stop” - The word “stop” when required means complete cessation of movement.
   P.   “Stop or Stand” - The term “stop or stand,” when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
   Q.   “Vehicle Code” - The term “Vehicle Code” means the Vehicle Code of the State of California.
