8.35.030 Establishing Charges.
   A.   Charges are hereby established on the hourly cost to the jurisdiction. This cost may include the hourly wage and fringe benefits of the employees involved.
   B.   The pay schedule to be used to compute the hourly wage shall be that which is adopted annually by the City Council with each fiscal year’s budget and identified as Wage Rate Schedule.
