Beginning one (1) year from the effective date of this Chapter, the City will evaluate the effectiveness of this Chapter in reducing the amount of C&D Waste disposed. In this determination, the City will consider issues such as the amount of C&D Waste disposed, volume of C&D activity, markets for C&D waste, and other barriers encountered by Applicants. If the City determines the C&D disposed had the potential for diversion, then the City Council may amend these provisions and implement the necessary measures to divert more C&D Waste.
