Prior to the adoption of this Chapter, there was no mechanism by which the City could prevent unauthorized placement of the City Seal or City Logo on documents or materials in a manner that could mislead, deceive, or confuse the viewer that the material bearing the City Seal or City Logo was generated by the City, or that the City otherwise approves of, consents to, sponsors, authorizes or endorses the materials or its contents. In the absence of the adoption of this Chapter, the public could become confused, deceived or misled by such documents or materials, which would be detrimental to the public health, safety and welfare, and the effective operation of the City.
