After receiving the application, the Collector shall refer the application to the Building, Planning, Fire and Police Departments for investigation. The departments shall make reports of their findings, together with a recommendation as to whether or not the applicant shall be granted a license, to the Collector within ten (10) working days after the application was referred. The license shall be issued for a specified location.
