A. Except as otherwise specifically provided in this Title, all license fees shall be payable in advance to the City Clerk, in lawful money of the United States.
B. Unless otherwise specifically provided in this Title, all license fees designated in this Title to be on an annual basis shall be paid annually in advance; and all license fees designated to be upon a quarterly basis shall be paid quarterly in advance.
C. Annual licenses shall be for the period of one (1) year and shall be due and payable on the anniversary date and shall be delinquent on the thirteenth (13th) day following.
