The City Council, by ordinance, may establish a Merit System for City employees. Such system may include provisions for the method of selection of employees, the classification, advancement, suspension, discharge, termination of such employees, and the consolidation and elimination of positions. The Merit System shall apply to each office or position of employment, except:
(a) Elective and appointive officers; and
(b) Part-time or temporary officers and employees; and
(c) Members of boards and commissions.
