The City, from and after the effective date hereof, shall have the power to make and enforce all ordinances and regulations in respect to Municipal Affairs, subject only to such restrictions and limitations as may be provided in this Charter and in the Constitution. In addition, the City shall also have the rights, powers and privileges heretofore or hereafter established, granted or prescribed by any lawful authority as a chartered city may lawfully exercise under and by virtue of the Constitution, state statute or court decision.
