Any action or proceeding, civil, criminal or administrative, pending as of the effective date of this Charter, as to which the said Former City, or any officer or employee thereof, is a party or participant shall not be affected, altered or abated by reasons of the adoption of this Charter or by any provisions hereof. Any such action or proceeding shall be processed to its conclusion in accordance with all laws applicable thereto, notwithstanding the adoption of this said Charter.
