All lawful acts heretofore taken by, or on behalf of, the said Former City, by its City Council, or any officer, employee, commission, committee, or board thereof, shall be deemed for all purposes, to continue in full force and effect from and after the effective date of the Charter. The validation of such acts as provided for herein shall include, but not be limited to, all lawful ordinances, resolutions, rules, regulations, permits, or any portion thereof, in force as of the effective date of this Charter, except to the extent that any such act is inconsistent, in whole or in part, with any provisions of this Charter; to that extent the same shall be subject to amendment, modification or repeal by lawful authority pursuant to this Charter.
