No permit shall be issued for any lot or development requiring the approval of a site plan except in conformity with this chapter. No development, except where specified herein, may be created, substantially improved, converted, enlarged, or otherwise altered without conforming to the provisions of this chapter, all applicable provisions of the Code of Iowa, as amended, and all other applicable provisions of this Code of Ordinances, as amended.
