In special conditions, the City Administrator may, upon a written request for an exemption of fees filed with the City, grant fee payment and collection variances after determining that granting the variance would be in the City’s best interest, will improve efficiency, safety and is practical. Upon granting of any variance, the City Administrator shall file notice with the City Council giving reasons for the variance.
