(A) Any check delivered to any county office which is not paid or honored by a credit institution (payor-bank) upon presentment in the usual course of business, will incur a service fee of $10.
(B) Any person who has delivered any check, draft, or order on a credit institution for any payment to the county which was not paid or honored by the credit institution (payor-bank) upon presentment in usual course of business may be required to pay all future amounts owing to the county, at any of its offices, in cash.
