(A) The Park and Recreation Board shall consist of five members to be appointed as follows.
(1) Two members shall be appointed by the Judge of the Circuit Court.
(2) One member shall be appointed by the Board of Commissioners of the county.
(3) Two members shall be appointed by the County Council.
(B) The members of the Board so appointed shall be appointed on the basis of their interest in and knowledge of Parks and Recreation, but no more than one member so appointed by the Judge of the Circuit Court and no more than one member appointed by the County Council may be affiliated with the same political party.
(C) In addition to the members so appointed, the Park and Recreation Board shall have one ex officio member who shall be the County Extension Agent or a member of the County Extension Committee selected by that Committee. Such ex officio member shall have all the rights of regular members, including the right to vote.
