The Board of Commissioners hereby declares that farming, fencing, and landscaping within a county road right-of-way running in favor of the county is hereby prohibited to the extent that such farming, fencing, or landscaping impairs, impedes, or otherwise adversely affects proper drainage of county roads as determined by the Board of Commissioners, in consultation with the County Highway Superintendent, the County Highway Engineer, and the County Surveyor.
