The purpose of this subchapter is to establish and qualify the flexible compensation plan as a “Cafeteria Plan” within the meaning of I.R.C. § 125, as amended, by providing employees with a choice between cash and benefits under the plans maintained by the county. This flexible compensation plan shall be established and maintained according to the terms of this subchapter, as adopted by the county through its Board of Commissioners.
