Upon the approval of the County Plan Commission of an application for a person or entity to operate a commercial dog breeder business in the county, said person or entity shall be registered to operate a commercial dog breeder business for the initial term, which will terminate on February 1 immediately following Plan Commission Approval. Subject to the terms of renewal, subsequent terms will be for one year or the next succeeding February 1, whichever shall first occur.
