All food service or processing establishments, retail food stores, temporary food service establishments, commissaries, vending machines, and eating and drinking establishments which are hereafter constructed or altered in the county shall conform with the applicable requirements set forth in this chapter. Properly prepared plans and specifications of such construction or alteration shall be submitted to and approved by the County Board of Health or the State Board of Health, whichever has jurisdiction, before starting any work on such construction or alteration.
