Notwithstanding the foregoing provisions, if an animal is delivered to the County Animal Shelter in a condition, either due to illness or injury, such that the animal, in the opinion of the operator of the shelter, is terminally ill or injured, or poses a threat or danger to humans or other animals sheltered at said facility, the operator of said shelter shall have the right, without need to notify the owner or harborer of said animal, to destroy said animal by lethal injection.
