(A) Annual license fee. All owners of horse-drawn vehicles shall obtain a license plate and sticker for each and every horse-drawn vehicle that operates on the roadways within the county between March 1 and May 15 each year with the County Highway Department. Prior year plates and stickers expire on May 15 of each year.
(B) Collection of annual fee. The County Highway Department shall collect an annual fee for each horse-drawn vehicle license plate issued.
(C) Forms. The County Highway Department shall provide forms for the owner of each horse-drawn vehicle to complete in order to issue the license plate. Any individual or entity that fails or refuses to provide the required information will not be issued a license plate.
(D) Issuance of license plate and sticker. The County Highway Department shall issue a license plate and a license sticker for each horse-drawn vehicle that is licensed. Each license sticker shall correspond to the license plate. The license plate and the corresponding sticker shall be separately affixed to the back of the horse-drawn vehicle in a conspicuous location where both can be seen and observed from a following vehicle. The County Highway Department has authority to develop and implement rules, regulations, and instructions for the proper location and placement of license plates and license stickers.
(E) Late fees. In the event the owner of a horse-drawn vehicle fails to obtain a license plate and license sticker between March 1 and May 15 of a year, he or she shall pay a late fee of $25 in addition to the regular fee.
(F) Maintenance of records. The County Highway Department shall maintain records of each license plate and license sticker it issues to owners of horse-drawn vehicles in the county.
