§ 70.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions apply unless the context clearly indicates or requires a different meaning.
   ANNUAL LICENSE FEE. The $120 that each owner of a horse-drawn vehicle shall pay to the County Highway Department per horse-drawn vehicle the owner has.
   COUNTY HIGHWAY DEPARTMENT. The local administrative agency where each owner must obtain a license plate for his or her horse-drawn vehicles. Further, the COUNTY HIGHWAY DEPARTMENT shall be the local administrative agency responsible for issuing license plates and license stickers.
   HORSE-DRAWN VEHICLE. Any and all buggies, carriages, drays, wagons, covered or open, in which a horse is designed and intended to provide the means of locomotion.
   LICENSE PLATE. The metallic plate that is provided to the owner of the horse-drawn vehicle after payment of the annual license fee.
   LICENSE STICKER. The adhesive sticker that matches the license plate issued for a horse- drawn vehicle which is required to be placed on the horse-drawn vehicle.
   OWNER. An individual or entity that owns or has control over the use of a horse-drawn vehicle and who resides in the county.
