(A) The person requesting public records realizes that there is an expense and cost to the county to process his or her request. Accordingly, the county shall be entitled to charge fees to process each request for public records and to collect said fees prior to delivery of the public records to the person requesting them. Fees shall be paid according to the following schedule:
(1) Copying fee shall be $0.10 per page for black and white copies;
(2) Copying fee shall be $0.25 per page for color copies;
(3) Certification of documents shall be $5 per document requested to be certified; and
(4) Costs for mailing and/or shipping.
(B) There will be no fee charged for the inspection of a public record, locating public records in response to a request and making the records available for inspection or copying, or for searching for public records, redacting portions of a record which are exempt from disclosure, or preparing an index of exempt documents.
