All utilities shall be installed underground for a new dwelling or approved use. For the purposes of this section, the term "utilities" shall include, but not be limited to, electric, natural gas, water, wastewater collection, storm drainage, telephone, and cable services. Agricultural structures as herein defined shall be exempt from this regulation. The Director may waive this requirement when utility provides or installers determine that site conditions would preclude or would render such installation impractical or cost prohibitive, taking into consideration such factors as terrain, available easements, maintenance, repair, replacements, and the like.
