10-1-18: RULES OF CONSTRUCTION:

All provisions, terms, phrases and expressions contained in this chapter shall be liberally construed in order that the true intent and meaning of the Act and the Ada County Board of Commissioners and each Board of Commissioners of the Participating Fire Protection Districts may be fully carried out.
