(a) There shall be a Police Department for the purpose of preserving the peace, protecting persons and property and obeying and enforcing all ordinances of the Village of Ada, and all criminal laws of the State of Ohio and the United States of America.
(b) The Police Department shall be under the direction of a Chief of Police, to be appointed by the Mayor with the advice and consent of Council. The Chief of Police shall have all the powers conferred by law upon police officers of villages and such other powers, not inconsistent with the nature of their offices, as are conferred by ordinance.
(c) The Police Department shall consist of full-time and part-time police officers, the number of which shall be controlled by Council. Police officers shall be appointed by the Mayor with the advice and consent of Council and shall have duties and responsibilities as prescribed by the Chief of Police.
(d) The Chief of Police shall have the authority to appoint two police officers to the rank of sergeant. Appointments to this rank must be with the approval of the Mayor and Council. Sergeants shall be considered working supervisors with the authority to supervise other police officers of subordinate rank.
(e) The Chief of Police shall have the authority to appoint, with the approval of the Mayor and Council, a police officer to be designated as a detective. A police detective shall conduct investigations of criminal offenses and related police problems, and shall have other duties as prescribed by the Chief of Police.
(f) The Police Department shall consist of full-time and part-time dispatchers, the number of which shall be set by Council. Dispatchers shall be appointed by the Mayor with the advice and consent of Council and shall have duties and responsibilities as prescribed by the Chief of Police.
(g) The Chief of Police shall have the authority to appoint, with the approval of the Mayor and Council, a dispatcher to be designated as a communications supervisor. A communications supervisor shall be a working supervisor with the authority to supervise dispatchers.
(h) Members of the Police Department shall receive pay and benefits as established by Council.
(i) The positions of lieutenant, assistant chief of police and corporal are hereby abolished. (Ord. 92-12. Passed 6-16-92.)
