135.02 DUTIES.
   (a)    The office of Fiscal Officer shall be a full time position and shall include clerical and bookkeeping duties.
 
   (b)    The Fiscal Officer shall take minutes of the meetings of Council and such other boards and authorities as Council may direct, and shall insure that all minutes are typed and distributed to Council members, the Mayor, Solicitor, Chief of Police, and Village Administrator no later than the Friday preceding the next regular Council meeting. When minutes are amended by vote of Council the Fiscal Officer shall insure that corrected minutes are provided no later than the next regular Council meeting.
 
   (c)    The Fiscal Officer shall maintain all of the financial records, ledgers, and accounts of the Village in such a manner as to be in compliance with State statutes, regulations, and rules of audit pertaining to same.
 
   (d)    The Fiscal Officer shall perform all required duties prescribed in the Uniform Bond Law (Ohio R.C. Chapter 133) and the Uniform Depository Act (Ohio R.C. Chapter 135). The Fiscal Officer shall audit all accounts annually, or more frequently as prescribed in Ohio R.C. 733.12, and shall make an annual report to Council at its first regular meeting in January as prescribed by Ohio R.C. 733.45. The Fiscal Officer shall perform all other duties and exercise such powers as prescribed by State statutes (Ohio R.C. 733.27 and 733.44).
 
   (e)    The Fiscal Officer shall keep all books and ledgers up-to-date with all posting to accounts for the previous month to be completed no later than the tenth day of each month.
 
   (f)    The Fiscal Officer shall settle and account with Council quarterly and provide an up-to-date report on all budget line items specifying amounts budgeted, amounts expended, and balances, in each line item. This report is to be presented no later than the second regular Council meeting following the close of a quarter.
 
   (g)    The Fiscal Officer shall close and balance all funds and accounts at the end of each month, and prepare a statement showing the previous balance, receipts and expenditures for the current month, and balance as of the last day of the month, for all Village funds. The Fiscal Officer shall provide copies to each member of Council, the Mayor, Village Administrator and Chief of Police.
 
   (h)    The Fiscal Officer shall assist the Village Administrator in such Administrator's capacity as central purchasing agent for the Village for all purchases for the civilian and Police Departments.
 
   (i)    The Fiscal Officer shall prepare the bills for payment for presentation at each regular Council meeting and shall include the voucher or warrant number for each, the amount, and description of the purchase or account it is charged against. A pay addendum shall be included giving a breakdown of salary amounts according to:
      (1)    Regularly scheduled hours;
      (2)    Additional straight time hours; and
      (3)    Overtime hours.
   Hours, hourly rates, and amounts per employee will be specified for additional straight time and overtime hours.
 
   (j)    The Fiscal Officer shall maintain up-to-date employee records for sick leave and accrued vacation time and provide a written update of each employee's amounts quarterly with an insert in their pay envelope.
 
   (k)    The Fiscal Officer shall maintain, with the assistance of the Chief of Police and Village Administrator, an accurate inventory of all Village equipment, parts, tools, and supplies.

   (l)   The Fiscal Officer shall be paid a salary as set by Council from time to time. Such pay will be divided into equal payments and paid at the same time as the regular payroll for Village employees. The Fiscal Officer shall be entitled to participation in the Public Employees Retirement System on the same basis as other elected Village officials. The Fiscal Officer shall also be covered by Worker’s Compensation. The Fiscal Officer shall receive medical and hospitalization benefits in the same manner as other Village employees.

   (m)   The Fiscal Officer shall attend all regular and special meetings of Council. In cases where the Fiscal Officer will be unable to attend a Council meeting he shall notify the Mayor in advance and make arrangements to have the bills, payroll, and other necessary documents present for the meeting. The Fiscal Officer shall attend all meetings of the finance committee of Council. In cases where the Fiscal Officer will be unable to attend a finance committee meeting he shall notify the finance committee chairman in advance and arrange to have such documents, reports, or information present necessary for the committee to complete its schedule business.
 
   (n)   The Fiscal Officer shall carry out other such duties or actions as may be required by Council through formal motions, resolutions, or ordinances.
