(a) The Village Administrator is hereby designated as the purchasing agent for all Village offices, departments, divisions, boards and commissions and he shall make all contracts, approve all purchase orders, purchase supplies or materials and provide for any work of the Village in the manner set forth in Ohio R.C. 731.141.
(b) In the event of an extended absence of the Village Administrator, the Mayor has authority to act as purchasing agent for the Village, which includes the making of contracts, approving purchase orders, purchasing of supplies or materials and providing for any work of the Village in accordance with law.
