Any person may upon request and payment of a fee of two dollars ($2.00) per month on the first day of each month obtain advance notification of all meetings at which any specific type of public business is to be discussed. Such advance notification may be given by telephone or by mailing a copy of an agenda to the person in a self-addressed stamped envelope provided by such person. Any long distance call by the Fiscal Officer to provide such advance notification shall be a collect call.
