311.05 SKATEBOARDS, ROLLER SKATES OR ROLLER BLADES PROHIBITED UPON VILLAGE PROPERTY.
   (a)   No person shall ride or operate a skateboard, roller skates or roller blades upon any Village owned property.
   (b)   For the purposes of this section, “skateboard” is any platform device designed and intended to move or propel one or more riders over a hard surface by means of roller wheels utilizing gravity, a motor or human power. “Roller skates” and “roller blades” mean any device fitted upon the human foot designed and intended to propel persons over hard surfaces by means of roller wheels utilizing gravity or human power.
   (c)   Whenever any skateboard, roller skates or roller blades are operated in violation of the provisions of this section, such skateboard, roller skates or roller blades may be seized by any member of the Police Department and impounded. The skateboard, roller skates or roller blades of any person under the age of eighteen years shall be surrendered to the parent or guardian of such person without charge, after a full explanation to such parent or guardian, of the reason for impounding the skateboard.
   (d)   Whoever violates this section is guilty of a minor misdemeanor and shall not be fined more than one hundred dollars ($100.00).
