905.07 AUTHORITY OF ADMINISTRATOR TO MODIFY REGULATIONS.
   If at any time, it is found that the sidewalk and driveway provisions herein provided for are impractical under certain circumstances, the Administrator is authorized to use his discretion in modifying the strict application of same in order to obtain what is reasonable and at the same time safe and convenient for both the public and the owner. In cases where the owner is dissatisfied with the modifications made by the Administrator, the property owner (or owner of the lot abutting such sidewalk) may appeal to the Village Council, whose decision shall be final.
