If sidewalks are not constructed, or if defective sidewalks are not reconstructed, or repaired or freed from nuisance within the period of time permitted by the notice to the owner of the abutting property, or extensions of time granted as provided above, the Administrator shall prepare a list of such sidewalks that have not been corrected and present the same to Council, which shall proceed, as proved in Ohio Revised Code 729.01 through 729.11 to cause the necessary construction to be made and to assess the entire cost against the property owner (or owner of the lot abutting such sidewalk).
