The establishment, operation or maintenance of a place by any person, firm or corporation for the purpose of carrying on or engaging in the operation of a junkyard or other place for the collection or storage of rags or motor vehicles not bearing a current license plate, scrap iron, rubber, paper, or any combination thereof within the Village and not fenced as herein required is hereby declared to be a junkyard nuisance and an impairment to the health, safety and welfare of the citizens and inhabitants of the Village.
