(a) No person shall keep or harbor any animal which, howls, barks, or emits audible sounds that are unreasonably loud and disturbing and which are of such a character, intensity and duration as to disturb the peace, and quiet of the neighborhood or to be detrimental to life and health of any individual. Any person who allows any animal to habitually remain or be lodged or fed within any dwelling, building, yard, lot or enclosure, which he or she occupies or owns, shall be considered to be harboring such animal.
(b) Whoever violates any provisions of this section is guilty of a minor misdemeanor and shall be subject to the penalty as provided in Section 501.99.
(c) Strict liability is intended to be imposed for a violation of any provisions of this section.
