505.01 DOGS AND OTHER ANIMALS RUNNING AT LARGE.
   (a)    No owner or person in charge thereof shall allow any domestic animal or fowl to run at large within the corporate limits of the Village.
   (b)    No owner or person in charge of any domestic animal shall allow such animal, without privilege to do so, to enter upon the land or premises of any other person, firm or corporation whether such lands or premises be public or private, provided, however, that this provision shall not apply to the lawful use of the public streets, alleys or sidewalks. At all times when the animal is off the premises of the owner, keeper or harborer of the animal shall keep the animal on a leash held by and under the reasonable control of some person.
   (c)    No owner, keeper or harborer of any female dog shall permit such dog to go beyond the premises of such owner or keeper at any time such dog is in heat, unless such dog is properly in leash.
   (d)    No person shall allow a dog to be or remain outside of an enclosed kennel, garage, house or other building without the physical presence of the owner, keeper or harborer of the dog on the premises.
   (e)    No owner, keeper or harborer of a dog shall tether or confine a dog in such a manner as to allow the dog to be a menace to person(s) by means of physical proximity to the person(s) and/or aggressive behavior to the persons.
   (f)    No owner, keeper or harborer of a dog shall tether a dog within the front yard of a residence without the physical of the owner or keeper within the same front yard as the dog.
   (g)    Any dog found running at large in the Village contrary to the provisions of this section, whose owner, keeper or harborer neglects or refuses to confine the same and to keep the same confined, after having been notified by the Mayor or Police Department to do so, may be destroyed or otherwise disposed or by order of the Mayor or Chief of Police. Such action shall be in addition to the penalty provided in subsection (h) hereof. The running at large of any such animal in or upon any of the places mentioned in this section is prima-facie evidence that it is running at large in violation of this section.
   (h)    Whoever violates this section is guilty of a minor misdemeanor and subject to a fine of not more than one hundred dollars ($100.00) until the third violation. Upon third violation, the penalty set forth in Section 505.18 applies.
