There is hereby created a board of local improvements for the city. The board shall consist of three (3) persons: the mayor, the city engineer and the superintendent of public works. If any of said persons, other than the mayor, is unavailable to serve, the mayor shall appoint an alderman from the city council, with the consent of the city council.
