1-2-1: REPEAL OF GENERAL ORDINANCES:
All general ordinances of the city passed prior to the adoption of this code are hereby repealed, except such as are included in this code or are by necessary implication herein reserved from repeal (subject to the saving clauses contained in the following sections), and excluding the following ordinances which are not hereby repealed:
   A.   Making any appropriation or providing for a budget, budget amendment, or transfer of funds.
   B.   Levying or imposing taxes not contained in this code.
   C.   Authorizing the issuance of any bonds of the city or any other evidence of the city's indebtedness, or any contract or obligation assumed by the city; or promising or guaranteeing the payment of money for the city.
   D.   Granting any right or franchise.
   E.   Establishing, dedicating, locating or relocating, naming, opening, widening, vacating, or paving or surfacing, any street or public way in the city; or establishing or prescribing grades of streets in the city.
   F.   Providing and assessing taxes for local improvements.
   G.   Extending or contracting the boundaries of the city.
   H.   Dedicating or accepting any plat or subdivision in the city.
   I.   Rezoning specific property.
   J.   Regulating traffic or parking on any particular street or in any particular area, or designating off street parking lots, when such provisions are not practical to be included within the other traffic or parking provisions within this code.
   K.   Transferring real estate from, or acceptance of real estate by, the city.
   L.   Creating specific funds.
   M.   Prescribing the number, classification, benefits, compensation, and other provisions and rules governing city officers and employees, which are not inconsistent with the provisions within this code.
   N.   Which is special although permanent in effect.
   O.   Which is temporary although general in effect.
   P.   The purpose of which has been accomplished. (2006 Code § 1-2-8; amd. 2016 Code)
