In the interpretation and application of the provisions of this title, they shall be held to the minimum requirements for the promotion of the public good, including safety, health, comfort, convenience, morals, prosperity, and the general welfare. This title does not intend to abrogate or annul or interfere with any easement, covenant, or other agreement between parties; except, that if this title imposes a greater restriction, this title shall control.
