It shall be unlawful for the owner, agent or person having control of any land within the corporate limits of the city or within one and one-half (11/2) miles thereof to subdivide or lay out such land in lots, blocks, streets, alleys, public ways or grounds unless platted in accordance with the laws of the state of Illinois and the provisions of this chapter.
