8-2-6-3: PRELIMINARY TREATMENT OR FLOW EQUALIZATION:
Where preliminary treatment or flow equalizing facilities are provided, they shall be maintained continuously in satisfactory and effective operation by the owner at its expense. (2006 Code § 7-2-11)
