8-1-7: RATES AND CHARGES:
   A.   Categories Of Users: Each consumer of the city water system shall be classified in one of the following categories:
      1.   Located within the corporate limits of the city.
      2.   Located outside the corporate limits of the city.
      3.   Located outside the corporate limits of the city and connected to the water transmission line from the city of Galesburg to the city of Abingdon.
   B.   Determination Of Rates And Charges: Rates or charges shall be made by the city for the use and service of the water system of the city. Such rates and charges shall be based on the amount of water used, as shown by the water meter on the premises of the consumer, subject, however, to the minimum charge; and shall also include a fixed charge to each consumer toward payment and retirement of bonded indebtedness of the city incurred for improvements to the public water supply system of the city.    C.   Rates And Charges Established:
      1.   Consumers In Subsections A1 And A3: Consumers located within the corporate limits of the city and those connected to the water transmission line from the city of Galesburg to the city of Abingdon, being subsections A1 and A3, respectively, of this section, shall be charged each month of each calendar year, according to the following schedule; provided, however, that the minimum charge shall be twelve dollars fifty cents ($12.50):

      2.   Consumers In Subsection A2: Consumers located outside the corporate limits of the city (and not connected to the water transmission line from the city of Galesburg to the city of Abingdon), subsection A2 of this section, shall be charged each month of each calendar year according to the following schedule; provided, however, that the minimum charge shall be twenty five dollars ($25.00): (Ord. 2007-5, 10-1-2007, eff. 11-1-2007)

      3.   Annual Consumer Pricing Index Rate: From May 1, 2016, forward, rates and charges for water and sewer services as set forth in subsections C1 and C2 of this section will be increased, if applicable, by the rate shown by the annual consumer pricing index. (Ord. 2016-6, 3-21-2016)
      4.   Charge For Bond Debt: In addition to the respective charges provided by subsections C1 and C2 of this section, each consumer of the city water system shall be charged each month of each calendar year the sum of six dollars fifty cents ($6.50) to provide for the payment and retirement of the bonded indebtedness of the city.
