8-1-1: WATER DEPARTMENT AND COMMITTEE:
   A.   Water Department:
      1.   Established; Functions: There is hereby established a department of the city to be known as the water department. The functions and purposes of this department shall be the proper operation, maintenance, and improvement of the public water supply of the city, together with the equipment, buildings, and grounds utilized in connection therewith. (2006 Code § 7-1-1)
      2.   Department Head: The city superintendent of public works shall be the head of the water department. (2006 Code § 7-1-3)
   B.   Water Committee: The water committee shall be comprised of no fewer than three (3) members of the city council, and shall serve as the liaison between the city council and the water department. The water committee, when necessary, shall make appropriate recommendations to the city council with respect to the public water supply system. (2006 Code § 7-1-2)
