1-5-4: VACANCY IN OFFICE; ABSENCE OF MAYOR:
   A.   Acting Mayor: If a vacancy occurs in the office of mayor, the vacancy shall be filled pursuant to the provisions of the Illinois statutes. The city council shall elect one of their members acting mayor, who shall perform all duties and possess all rights and powers of the mayor until a successor has been elected and has qualified. (2006 Code § 2-1-10)
   B.   Mayor Pro Tem: If the mayor is temporarily absent because of an incapacity to perform official duties, but the incapacity does not create a vacancy in the office, the city council shall elect one of their members to act as mayor. The mayor pro tem, during this absence or disability, shall perform the duties and possess all the rights and powers of the mayor, but shall not be entitled to vote both as mayor pro tem and as alderman.
   C.   Temporary Chair: In the absence of the mayor, acting mayor, or mayor pro tem, the city council may elect one of their members to act as a temporary chair. The temporary chair shall have only the powers of a presiding officer and a right to vote only in the capacity as alderman. (2006 Code § 2-1-11)
