5-2-2: ANIMALS AT LARGE:
   A.   Dogs, Cats And Domestic Pets:
      1.   Running At Large Prohibited: No person shall own or keep any dog, cat, or other animal as a domestic pet which is at large within the city. Any such animal which goes onto any public street, sidewalk, alley, or other public place, or onto any private property other than that of the owner or keeper of such animal, shall be deemed to be at large, unless such animal is firmly held on a leash, or is in an enclosed vehicle, or is then and there under the complete control of a competent person.
      2.   Impoundment And Disposition:
         a.   Any such animal found at large shall be impounded by the animal control officer; provided, however, that any fierce, vicious dog or other animal which cannot safely be captured may be slain by the animal control officer or by any police officer.
         b.   Impoundment shall be at the animal shelter of the Knox County Humane Society in Galesburg, Illinois. (2006 Code § 6-5-13)
   B.   Livestock:
      1.   Running At Large, Tying To Graze Prohibited: No cattle, horses, swine, sheep, goats, poultry or other livestock or animals shall run at large within the city. No person shall picket or tie any such animal in any of the streets of the city for the purpose of grazing or feeding.
      2.   Impoundment, Redemption And Disposition: Any animal running at large or improperly tied shall be impounded by the animal control officer or any member of the city police department. Any animal so impounded shall be taken to the premises of a duly licensed doctor of veterinary medicine for proper care. All charges imposed by such doctor of veterinary medicine shall be paid to the city by the owner or custodian of the animal, and the animal shall not be redeemed and released by the doctor of veterinary medicine until such charges have been paid. The procedure for payment and redemption shall be the same as that provided in subsection A of this section. If the owner or custodian in control of any animal still impounded fails to redeem such animal within five (5) days, the doctor of veterinary medicine shall dispose of said animal by sale or humane killing and shall bill the city for any charges remaining unpaid after applying any sale proceeds first to such charges. Dogs, cats, and other animals which are domestic pets shall be governed by subsection A of this section. (2006 Code § 6-5-7)
