5-1-2: CHIEF OF POLICE:
   A.   Appointment And Term: The chief of police shall be appointed by the mayor, with the advice and consent of the city council, at the second regular meeting of the city council in May of each year, or as soon thereafter as practicable. The term of office shall be one year, unless removed for cause and until the successor shall be appointed and qualified.
   B.   Powers And Duties:
      1.   The chief of police shall serve as the chief administrative officer of the police department and the commanding officer of the city police force, subject to the mayor and the rules and regulations prescribed by the city council; and shall be responsible for the performance by the police department of all its functions including, but not limited to, the enforcement of all ordinances of the city and all statutes of the state of Illinois effective in the city, and to preserve order and prevent infraction of the law.
      2.   The chief of police shall be authorized to serve summons and other process and may grant permission to other officers of the police department to do so.
      3.   The chief of police may make or prescribe such rules and regulations for the guidance of the members of the department, subject to the approval of the city council. (2006 Code § 6-1-2)
