A. No site location approval for the development or construction of a new pollution control facility within the city may be granted by the city council unless an application is filed for approval of such site.
B. The application of the proposal shall show sufficient details describing the proposed facility in order to demonstrate compliance with the Illinois environmental protection act, plus the applicant shall deposit with the city clerk at the time of filing the application a filing fee deposit as follows:
