4-1-3-3: GARBAGE AND TRASH:
   A.   Notice To Remove: If any garbage, junk, trash, debris, or discarded materials or property exists upon the premises other than in a proper container, the city shall give a written notice to the owner, occupant, agent, or other person having control of the premises to remove such items from the premises. The notice shall be reasonably specific in describing the items to be removed.
   B.   Removal By City: If the items are not removed from the premises within ten (10) days after the notice is served, the city or its agent shall have the power to remove all such items from the premises. In addition to or in lieu of the removal of the items, any person who fails to remove the items after due notice to do so shall be fined in accordance with this code. (2006 Code § 6-4-5)
   C.   Removal Costs; Lien Provisions: The expense incurred by the city in removing the items shall be billed to and paid by the owner, or such other person having control of the premises. If the expense is not paid within thirty (30) days after billing, the city may proceed to perfect and enforce a statutory lien on the premises as provided by 65 Illinois Compiled Statutes 5/11-20-13 and/or 5/11-20-15, as now or hereinafter amended.    D.   Service Of Notice And Bill: The notice provided by subsection A of this section and the billing provided by subsection C of this section may be served personally on the owner, occupant, agent, or other person having control of the premises, or may be sent by mail to the last known address of such person.
