The City Administrator/Clerk-Treasurer is hereby authorized to furnish municipal utility service to consumers outside the city, provided that the consumers specifically agree to all of the terms of the city code, including but not limited to rules, regulations and rates adopted thereunder and the right to specially assess delinquent services, charges and penalties.
